Austrian-Israeli Chamber of Commerce: Attorney Gabriel Lansky Reelected as President At the most recent assembly of the Austrian-Israeli Chamber of Commerce, Dr. Gabriel Lansky (Lansky, Ganzger + partner) was reelected as President, and Michael Harish (M.E. Harish Enterprises Ltd. - Tel Aviv) as Vice President. New to the chair are Mag. Thomas Havranek (HFP Steuerberatungs GmbH) as Treasurer, as well as MMag. Oliver Stauber (LGP) and Dr. Herbert Langsner (HLC Herbert Langsner Communications). Dorothea Kippermann M.A.I.S., LL.B. (LGP) was assigned as General Secretary. Newly appointed auditors included Mag. Anita Schnarch (ASKG Steuerberatungs GmbH) and Mag. Hans Hammerschmied (Hammerschmied Hohenegger & Partner Wirtschaftsprüfung Ges.m.b.H). Members Mag. Thomas Moskovics (Bank Winter AG), RA Michael Pappe (Honorary General Consul of the FRG in Haifa, Israel), and Dr. Rudolf Scholten (Österreichische Kontrollbank AG) were reappointed.
The Austrian-Israeli Chamber of Commerce is a registered association in Austria for the promotion of economic relations between Austria and Israel, with the main goal of facilitating entrepreneurship contacts. Another focus lies in the servicing and project-related support of its members. The AICC currently has 66 members, composed of large companies, small and medium-sized enterprises, and individuals. In its next term, these activities will be significantly intensified and expanded, with special attention on the targeted support of members’ projects.

Corruption and Corporate Crime Prevention in CEELGP was lead sponsor for a Marcus Evans conference on “Corruption and Corporate Crime Prevention in CEE”, which took place in Prague from September 21st-23rd. The LGP Team chaired a half-day interactive pre-conference workshop, moderated the conference and held presentations on “Challenges of CEE Asset Tracing and Recovery.”
Some 40 conference participants included a number of corporate Compliance Officers and Legal Counsels from diverse industry sectors and CEE countries. Delegates represented multinational companies such as Alpine Holding, Borealis, CISCO Systems, Commerzbank, Hewlett-Packard, Metro Group, Novartis, OMV Petrom, Siemens, Tesco, UniCredit Bank, T-Mobile, Skanska etc…
Many countries are introducing tougher anti-corruption legislation, which necessitates companies to better manage risk regarding corruption and fraud. The UK Bribery Act, which has become effective from July 2011, is currently the most stringent of legislation. Whereas, the US Foreign Corrupt Practices Act (FCPA 1977) only covers the private sector, companies are liable under the UK Bribery Act for both the private and public sector.
Compliance Officers from heavy regulated industries such as Pharma, FMCG and chemical products to IT & Telecom as well as the financial industry openly shared their experiences and exchanged best practice among peers. At the same time an overview was provided on the latest compliance and risk management tools as well as associated processes.
During the pre-conference workshop LGP show-cased its experience and lessons learned implementing compliance programs for financial institutions. Furthermore, the presentation of the
Slovak Director of the “Bureau of the Fight against Corruption” and his “real-life” experience dealing with these issues, was very well received by workshop participants.
A major theme throughout the conference, were the legal consequences of the UK Bribery Act for companies and the subsequent development of internal compliance structures. Moreover, participants agreed that compliance programs have to be a priority for senior management and adequately supported with budgets and resources. Gabriel Lansky pointed out that it was the duty of corporate Compliance Officers/Legal Counsels to report to senior management on company liability in regards to fraud and bribery in a global business context. In regards to Compliance programs it was emphasized that an HQ driven program should allow flexibility for local legislation and customs. The question was also raised, whether compliance programs impact business competitiveness.

European neo-Nazi websites find home in USVienna, June 2011 - In a picture taken May 6, 2011 an expert at the Documentation Center of Austrian Resistance (DöW) points at a neo-Nazi website in Vienna, Austria. Attempts by authorities to cripple the xenophobic "Alpen-Donau Forum" have been complicated by the fact that it is housed on a U.S. server, highlighting how free speech on one side of the Atlantic can help spread hate speech on the other.
Gerald Ganzger and Gideon Jabloner (LGP) who represent the Jewish community and threatened journalists, said Austria, under pressure from the U.S. and the other allied powers, enacted a law prohibiting the revival of Nazi activities as a precondition for sovereingnty after World War II. "However, nowadays it is the U.S. (...) who is preventing Austria from enacting the aforementioned law by protecting the right of free speech of neo-Nazi groups", they wrote in a statement sent to The Associated Press.

Moscow, Feb. 17th 2011 - The business breakfast on creating holding structures based on European jurisdiction was held on Feb. 17th at the Sheraton Hotel. The event was organized by The Moscow Times with support from Incor Alliance and Lansky, Ganzger + Partners.

Vienna Review: The Madoff-Medici MessFebruary 2011 - With convicted financier Bernard L. Madoff’s record-breaking 150 year prison sentence, the case was closed - but not for Austria.
Lansky, Ganzger first got involved in this high profile case when a young woman from Eastern Europe, who had invested through Bank Medici, got in touch with the law firm at the beginning of 2009. Laying the foundations for foreign investment!
In his remarks to the panel Mag. Andreas Haidenthaler drew attention to the traditionally strong economic ties between the two countries and to Austria's role as a leading investor in Serbia. Further, with regard to the renewable energy and infrastructure sectors, the legal framework is optimized to bring foreign capital into the country. Discussion leader Dr. Gabriel Lansky indicated the relevance of this point concerning PPP projects. The swift implementation of the corresponding law represents a necessary prerequisite for the increased involvement of international businesses. Prominent lawyer LGP Legal Solutions associate Dr. Miloš Živković of the Office of Živković Samardžić noted, "We still have learning needs, particularly regarding the feasibility of PPP projects. We need to look at each case individually, which on the consultant’s end presupposes excellent local knowledge and simultaneously the view of international standards". He additionally insisted on more realistically feasible and profitable projects, especially concerning the more than 3,000 branches in eight countries in Central and Southeastern Europe active with Erste Group. Aside from the financing of PPP projects he showed great interest overall, especially in renewable energy.
As representative of the Vienna Centre of Excellence with many ideas in terms of investment, Senatsrat Mag. Otto Schwetz brought his know-how in the field of urban and environmental technologies to the discussion moderated by lawyer and LGP-Legal Solutions founder Dr. Gabriel Lansky. But solely its geographical location on the Danube, for instance, predestined Belgrade for investments in the port area. The Port of Vienna would be a good partner here.
Finally, State Secretary of the Ministry of Energy Prof. Dr. Nikola Rajaković, the participants’ insight into the projected development of sectors with investment needs, presented a comprehensive list of the Serbian government's priority projects. Two main goals were clear: the need for renewal of obsolete equipment and the enforcement of EU standards. The representative of the Serbian government expressed his concerns to this aim: "We need investments in infrastructure, particularly in the energy sector, and we must set for ourselves the goal of replacing outdated facilities and implementing EU standards". Baku, 22 June 2010 - Prior to the opening of the Austrian Embassy in Baku the Austrian-Azerbaijani Chamber of Commerce (ATAZ) in cooperation with the Ambassador of the Republic of Azerbaijan to Austria HE Fuad Ismayilov invited Azerbaijani business people together with the Austrian business delegation travelling with the official delegation of the Austrian Minister of Foreign Affairs and the Austrian Minister of Economy to a business reception hosted at the Landmark Hotel.
The Austrian-Azerbaijani Chamber of Commerce uses this opportunity to further deepen the business relations between Azerbaijan and Austria. The reception on Tuesday this week is following the opening event of the Chamber in March this year and will be followed by further receptions and summits both in Baku and Vienna.

Gabriel Lansky supports OSCE-initiative to harmonize international legal standards in the fight against terrorism. 
Vienna, 30 April 2010 - An OSCE workshop that started in Vienna yesterday encourages OSCE participating States to become party to and implement four international counter-terrorism instruments that provide for better legal tools in the fight against terrorism. The 1.5-day day workshop, organized in partnership with the United Nations Office on Drugs and Crime, promotes universal anti-terrorism instruments that were concluded in 2005.
"The workshop should result in a better understanding of the need for participating States to become party to all the universal legal instruments against terrorism," the Deputy Permanent Representative of Kazakhstan to the OSCE, Akan Rakhmetullin said. "It will demonstrate how the conventions and protocols can be incorporated into national legislation and implemented to give the countries the ability to prosecute terrorist suspects and co-operate in line with the highest standards of international law."
Workshop participants, among them Gabriel Lansky, discussed model counter-terrorism legislation prepared by the UNODC Terrorism Prevention Branch (TPB). The chief of that branch, Cecilia Ruthstrom-Ruin, commended close co-operation between the OSCE and the UNODC and said that TPB would assist any requesting OSCE participating State. "Over the years, our organizations have consistently made efforts to create synergies and endeavour toward the common objective of countering terrorism and enhancing the efficiency of criminal justice systems of our member countries," she said.
